Thursday. Royal Mail Conference Motions: Section 5A | Thursday 09.10 – 11.10ROYAL MAIL OUTDOOR AND INDOOR124 CATEGORY A: Composite Motion Conference notes that Royal Mail has determined that the new purposes built Mail Centre that is being constructed in the Northamptonshire area is to be the new ‘Model Mail Centre’ in design, layout, new technology provision and ways of working.Conference further notes that Royal Mail has decided that, if in the future, they invest in building any further new Mail Centre’s, then these will also be designed, equipped and operated on the same basis as the Mail Centre currently under construction in the Northamptonshire area. Conference therefore agrees that this raises issues of national importance, and in particular any plans the business may have to implement a new ‘way of working’ at the Northamptonshire Mail Centre once it becomes operational in 2010. Conference notes that management are already referring to ‘Cell Working’, together with the introduction of ‘Team Pods’ being operational at this Mail Centre. Conference agrees that any proposals and any agreement for the introduction of a new way of working is a matter that is proper to national negotiations. Conference therefore instructs the Postal Executive Council to instigate national discussions on this issue to ascertain Royal Mail’s intentions, and to engage in negotiations as necessary. Conference agrees that in the event of any agreement on a new way of working, then such an agreement would be subject to ratification by the relevant Postal Branches. Northamptonshire Amal Midlands Divisional Committee Carried 125 CATEGORY A This Conference instructs the incoming Postal Executive that as a result of the increasing use of trayed mail, a best practice study be carried out at all Mail Centres that despatch and receive ULD’s to and from airports.Input into the review shall be sought from ASR’s and users of the equipment, which shall result in a national procedure and safe system of work. Newcastle Amal Carried 126 CATEGORY A This Conference instructs the incoming Postal Executive to reach an agreement with Royal Mail on electronic recording of time at work.Conference acknowledges that "job and finish" is not in the membership’s best interest and that we need an enabler to change the present culture that is held in the minds of many of our members. The agreement would be used to supplement the CWU’s aim to encourage our members to work safely. The Postal Executive is instructed accordingly. Eastern No.4 Withdrawn Section 5B | Thursday 11.10 – 12.45127 CATEGORY A: Composite Motion This Conference notes that the maximum 3.5 hour delivery span is under attack from Royal Mail and agrees that there will be no agreement to lengthening the span without:A An overall national agreement on delivery methods.B The provision of delivery aids, which take the weight off the shoulder. Merseyside Amal Fell If Carried 129 and 133 fall NW/NW Divisional Committee128 CATEGORY A This Conference instructs the incoming Postal Executive that talks on D2D, must achieve that all D2D payments to cease, with a compensatory payment made and there after all D2D work must be included into work load and work hours.Fell If Carried 131 falls York and District Amal129 CATEGORY A This Conference instructs the incoming Postal Executive that any National Agreement on a New Delivery Model must ensure that the current terms of the Single Daily Delivery Agreement are maintained. These state that:"Saturday attendances will be significantly shorter than weekday attendances. To assist this Mailsort 3 need not be scheduled for delivery and missort runs should be rescheduled to enable an earlier start on town residential delivery routes." (SDD Agreement) Bradford and District Amal Fell 130 CATEGORY A Conference agrees that the lack of progress in addressing the delivery issues nationally has now become an embarrassment to local Representatives and Area Delivery Representatives alike.The PEC is instructed to pursue an agreement that protects full-time jobs, whilst maintaining a balanced workload that is achievable and realistic to our members. This should be concluded before December 2009. Greater Manchester Withdrawn 131 CATEGORY A Conference notes that the issue of the future of Door to Door has been the subject of intermittent discussions in recent years. It further notes that with decreasing traffic the time is now right to move toward including D2D in workload.Any future agreement will retain the principle of D2D being delivered within duty time and with the mail. NW/NW Divisional Committee Fell 132 CATEGORY A Conference notes that the Door-to-Door agreement explicitly states that "Door-to-Door should be delivered with the mail and within duty time".It therefore agrees that in Pegasus revisions the call rate must include the 20% Door-to-Door daily delivery requirement. Further, where there is a disagreement on how long a Pegasus generated delivery will take and a manual test is agreed to resolve the differences that test will include the delivery person delivering 20% of the Door to Door. The incoming Postal Executive is instructed to achieve an agreement on the above. Merseyside Amal Fell 133 CATEGORY A This Conference agrees that the CWU will oppose any and all attempts by the employer to extend the existing delivery span beyond the current 3 ˝ hours for residential deliveries. Conference further agrees that this policy will also apply infuture should Royal Mail seek to move towards a revised set of delivery arrangements/ specification. South East No.5 Fell Section 5C | Thursday 14.00 – 16.00MAIL OUTDOOR AND INDOOR134 CATEGORY A Conference agrees that a nationally agreed increase in the payments for the delivery of election material must be achieved in time to be implemented before the next General Election.The Postal Executive is instructed accordingly. Bristol and District Amal Carried 135 CATEGORY A: Composite Motion Conference applauds the Outdoor Secretary for devising a course that enhances the skills of delivery reps across the country. Conference now instructs the Outdoor Department to enter into negotiations with the employer to ensure that paid or unpaid leave is allowed so reps can receive the delivery of the course accordingly.Conference also agrees that every Branch in the country will do their utmost to ensure that the course is delivered to all of their delivery unit reps and where branches need assistance with finances the Outdoor Department with the assistance of other departments within CWU HQ will assist where ever possible. York and District Amal Leeds No.1 Amalgamated North East Divisional Committee North East No.1 Durham County Amal Cleveland Amal Carried 136 CATEGORY A Conference notes with concern that Royal Mail appears to be hell-bent on the introduction of HCT’s and small vans as the only methods of performing deliveries which could lead to the eradication of cycles as a recognised delivery method.Conference agrees that there is a place for cycle deliveries within Royal Mail and instructs the Postal Executive to secure the ability to retain the use of cycles where it can be demonstrated that this is the preferred and/or most practical method of delivery. Eastern No.3 Fell Section 5C | Thursday 14.00 – 16.00137 CATEGORY A This Conference instructs the Postal Executive to reach an agreement with Royal Mail over their use and deployment of Acting Managers this should include the following:1 That no OPG performs an Acting Managers Role within their own office. 2 No Acting Manager performs either Attendance or Conduct interviews at any stage of either procedure. Portsmouth and District Postal Withdrawn 138 CATEGORY A This Conference instructs the incoming Postal Executive that it has taken too long for an agreement to be ratified by the HSE for a strict policy in relation to bag weights. The PEC is instructed to make it policy that the first bag is a maximum of 16kg only, and all subsequent bags or inserts used are a maximum of 11kg only, this to be achieved in the talks on the new modern delivery model.York and District Amal Fell Section 5D | Thursday 16.00 – 17.30139 CATEGORY A This Conference instructs the incoming Postal Executive to negotiate an agreement that delivery staff 55 or over will, if requested, be given deliveries of no more than two and a half hour delivery span from first point of delivery to last point of delivery. South East Wales Amal Not Carried 140 CATEGORY A This Conference agrees that the current situation regarding inter-unit transfers is deplorable. The PEC is instructed to secure an agreement to:i Put in place timescales for a transfer request to be dealt with. ii Ensure that CWU Representatives role in facilitating transfers at all levels is in place. iii Make the system as transparent and fair as practically possible. iv Ensuring that members will receive the chance of a transfer before any Unit goes to open resourcing of vacancies. North Lancs and Cumbria Withdrawn 141 CATEGORY A This Conference instructs the incoming Postal Executive to reach agreement with Royal Mail that all staff should normally return to their office on the completion of there Duty/Delivery. Any changes to this norm must be exceptional and by agreement and only in cases where to return to the office would cause severe financial implications or add excessive travelling time to people returning home after work.York and District Amal Fell 142 CATEGORY A Conference notes that the delivery function has become harder in recent years particularly for some of our older members. It further recognises that there was in the past a facility for over 50s on delivery to have assistance when they requested it. Conference instructs the incoming Postal Executive to negotiate a facility whereby members over 50 who request help are given the assistance they require.NW/NW Divisional Committee Withdrawn 143 CATEGORY A Conference agrees that any final national delivery agreement will include the removal of private cars on delivery through the use of improved delivery equipment and tools for the job.The Postal Executive is instructed accordingly.
